Speak out for justice


Dear Friends,

Please take a moment to send the sample letter below to your parliamentarians, MEPs and foreign ministers, asking them to use their influence to speak out against Spain ’s proposed amendment to its universal jurisdiction legislation.

In the absence of a universally ratified International Criminal Court, Spain is one of the few places in the world where victims of human rights abuses and war crimes can have their cases heard. But proposed changes to Spanish legislation (currently being rushed through parliament) threaten the mechanisms whereby those who commit war crimes can be held to account.

PCHR is currently pursuing a war crimes case before the Spanish Courts. This case relates to the al-Daraj targeted assassination of 2002, in which 14 civilians were killed and 150 injured. 8 apartment buildings were completely destroyed in the attack, and 30 others damaged.

Please send this letter to your governmental representative, asking them to act now. We must ensure Spain continues to offer hope to victims of war crimes.

Please circulate this email as widely as possible, urgent action is required.

SAMPLE LETTER

I am writing to ask you to speak out against the Spanish parliament’s proposed amendment to Spain ’s universal jurisdiction legislation. This amendment will limit one of the only viable forms of judicial redress available to thousands of victims throughout the world.

In the absence of a universally ratified International Criminal Court, Spain offers one of the few jurisdictions in the world where victims of human rights abuses and war crimes can seek justice. Cases currently being pursued in Spain relate to abuses committed by the United States , China , and Israel , nations whose power and influence prevent international investigation.

The legislation under threat ensures that those who commit war crimes are held to account, in the hope that continuing cycles of violence and suffering can be broken.

This is not just a Spanish issue. It affects us all on the basis of our shared humanity, and our belief in universal human rights. I ask you to speak out on behalf of victims, those whose voice is lost in international politics, and who suffer at the hands of oppressive regimes.

I urge you to use your political standing to stand up for victims’ right, and to help ensure respect for the rule of law. Please use your position and influence to publicise this issue, and ensure it receives the attention it demands.

Victims must not be left to stand alone.
